The State Ethics Commission last week dismissed a complaint against former Warner Robins mayoral candidate Chuck Chalk.
The complaint, by city employee Charles Rose in March, alleged Chalk received an illegal donation in December of $10,000 from the campaign of deceased Mayor Donald Walker.
Walker committed suicide in late September, leaving the mayor’s race a contest with Chalk, Chuck Shaheen and City Council member Clifford Holmes vying for the position. Chalk, who was practically a political unknown when he announced for the post, lost a close run-off election against Shaheen in December.
Chalk had the verbal and financial support of the Walker family, including contributions of more than $12,000 from Walker supporters such as Walker’s widow, daughter and brother Tommy.
Chalk said Tuesday his campaign had checked with the commission before accepting the contribution and understood it to be legal.
There is a conflict, however, between a law and a rule.
“I wasn’t worried about the matter,” Chalk said. “The state Code permits a contribution without limitation but a rule constrains the amount you can receive.”
He said he understands the state legislature is looking to clear up the conflict.
“And I thank Mr. Rose for helping clear this up,” Chalk said.
Though he lost a close run-off – less than 200 votes – he added Tuesday he’s working on enhancing voter participation.
“I’m working now in my way to keep people involved and informed,” he said. “In last year’s general election and run-off, only 18 percent of voters participated. I’m trying to keep them energized to go out and vote.”
